To see the Province of Zambales become the leader in Aquatic safety through drowning awareness and prevention, to not only attract both local and foreign tourists to it's pristine Beaches and waterways, but also to serve the local community and create job opportunities.

This program had previously operated under Roger Bound as a "project" of the Zambales Resort Owners Association Inc. and was commenced in 2004.
